Special Customs Operations in Hainan Ignite Surge in Commercial Launch Hub

Hainan’s tropical island in southern China is emerging as a hub for commercial space operations, fueled by special customs measures. The island is the launch site for China’s space station missions and lunar exploration programs and has witnessed a surge in commercial rocket launches.

Customs in Hainan have executed special operations to ensure smooth customs clearance of rocket components for commercial aerospace companies. From 2020 to 2021, the customs department has facilitated the launch and landing of 11 commercial rockets, nine of which were launched by the Beijing Interstellar Glory Space Technology Co.

The Hainan’s customs office has initiated an innovative “two-step declaration” model to facilitate the import and export of commercial rockets. This model allows for the clearance of goods in advance of their arrival at the port, speeding up the overall process. It also allows for adjustments to be made to the clearance process in case of any changes in the rocket launch schedule, ensuring a hassle-free process for commercial space companies.

Another significant feature of Hainan’s customs operations is the “bonded fuelling”. This measure allows for the storage of rocket propellant in a bonded warehouse, which defers the payment of import duties until the propellant is used. This significantly reduces the financial burden on commercial aerospace companies.

Additionally, Hainan’s customs office has also provided guidance to enterprises on customs procedures, helping streamline the process. They’ve introduced measures including “one-to-one” customs clearance plans and “green channels” for goods inspection, contributing to the rapid development of the commercial space industry.

These special operations by Hainan’s customs office have been instrumental in the growth of China’s commercial space industry. It’s also worth noting that Hainan’s geographical location provides a natural advantage for space launches. The closer a launch site is to the equator, the more it can leverage the Earth’s rotational speed to save fuel, making Hainan an ideal location.

The development of the commercial space industry is part of China’s broader strategy to become a major space power. The country has set ambitious goals, including establishing a crewed space station by 2022 and sending humans to the Moon by 2030. The commercial space industry will play a pivotal role in achieving these goals, and the supportive measures by Hainan’s customs office are aiding this endeavor.

In summary, Hainan’s special customs operations are fueling the growth of China’s commercial space industry. The innovative customs procedures are facilitating the smooth operation of commercial rocket launches, contributing to the island’s emergence as a hub for space operations. The growth of the commercial space industry is integral to China’s ambitions of becoming a major space power.
